It comes in a plain blue generic "Made in China" box with no instructions. According to the box, though, it is described as a switching power adapter and can take from 90 to 240V for US and international use. I can personally only attest to using it in a 120V outlet on our LG VX4500 phone, where it works just fine. If the box claims are true, it is surprisingly versatile for the cost.
